Who can I get in contact with about t-mobile prepaid security problem?

I have t-mobile prepaid and the problem is that when you go and buy minutes on there web site, which you can set up a your profile for, to buy minutes, I started to notice that the credit card information that you put in to buy minutes on the web site also come on your phone for you can buy minutes which T-Mobile said you cannot do with prepaid only if you set up automatic refill, which I did not, also if you was to buy minute through your cell phone it ask for the cvn number on the back of your credit card this is suppost to be a security feature, but when I put in the wrong number twice it pop up my name and the last for digits of my credit card number and let me buy minutes, which it not suppost to do, sound like a security hole, so when I call t-moblie about this they said we do not keep credit card information in the system for your security, so I said how am I able to see the last for digits of my credit card number on my phone if it not in your system, also this information is not on my sim or phone memory so the only place it could be is in there system, then they started to get dumb, and sent me to tech, tech sent me to billing, billing sent me to customer service, back to tech and so on, so I ask for a supervisor and they don't know anything, and sent me back to tech, and so on.
You have to look at it like this if you was to lose your phone and not notice it, someone can get your phone and buy $10 to $100 minute over and over again because there is no real way to lock the phone I just got which is the t-moblie tap you can lock it but you will not be able to get phone calls, what I need to know is who can I get in contact with outside t-moblie about this problem.
