who can i approach for guidance on perusing a undergrad degree in the u.k or u.s?

i'm a standard 12th student in india and want to do peruse fine arts or for the fact anything creative in the u.s. or u.k. but i don't have any one for guides on how to apply, how i can meet the tuition fees, what classes to choose etc.
im looking at collages like -
