who authored the Civil Rights Act of 1964?

Kennedy introduced it. Johnson signed it after republicans blocked the democratic filibuster in the senate.

Congress authored the bill.. like they do with all bills. Johnson just signed it.

A lot of dem's are racist.. They just don't know it.
 
It was actually Kennedy who originated the bill, (yes, he's a Democrat) and Johnson (yes, another Democrat) who pushed it through the House and Senate, and ultimately signed it but like all bills that appear before the house, it was actually authored by Congress.

Incidentally, Kennedy was not always a champion of Civil Rights - he opposed Eisenhower's Civil Rights act of 1957.

While we are admiring the Democrats here, can anyone explain to me why it was that Robert Byrd led a fourteen-hour filibuster in the Senate to prevent the act from coming to a vote? Senator Robert Byrd, who is the longest serving Senator in history, has been an "Exalted Cyclops" (chapter leader) and "Kleagle" (recruiter) for the KKK - an organization not exactly noted for its racial tolerance.

Also, in the spirit of full disclosure, it's probably significant to note that the votes for and against the act, broken down along party lines, are as follows:

House Democrats - 63% - 37%
House Republicans - 80% - 20%

Senate Democrats - 69% - 31%
Senate Republicans - 82%-18%

Over 80% of Republicans in both the House and Senate voted in favor of this bill, as opposed to less than 70% of Democrats. It was the Democrats in the Senate who went to extreme measures to block this from passing.

Like most issues, this is not a black and white (no pun intended) pat answer. You need to read a little more.

Please do not misunderstand me here - I think that racism is a terrible thing - but it is owned neither by Republicans or Democrats. People in power have some pretty seamy underbellies on both sides; it is dangerous to attribute qualities, either good or bad, along party lines. Scratch the surface and you will see an election coming up, or funding for a pet project - not idealism and goodness for all.
