WHO actually take all these surveys that keep popping up in the media?

Every other day there seems to be the results of a new survey in the newspapers.
Things like "Britain has the most unhappy teenagers in Europe" and (apparently) "British women wash their bras only six times a year" etc.

But WHO actually takes all these surveys? I've never been sent a questionare in the post or through email.
Do you think that the results are even reliable or have any relevance?
