Anton Chigurh, from No Country for Old Men, was pretty much pure evil, though he did have kind of a twisted code of ethics. "Heads, or tails, it's the best I can do. Terrific movie!

I like Heath Ledger's portrayal of the Joker, in The Dark Knight. Not as much of a caricature as Nicholson's or definitely Cesar Romero's.

And finally, Hannibal Lecter. He's just creepy.

Well with have to start the list with Vader

He betray the WHOLE jedi way, killed kids, cut off his own son's hand, interrogated his own daughter (Leia in the first movie with that black floating ball thing).

Then there is Dr. Zachary Smith from Lost in Space
Self preservation is his main motivation for betraying the Robinson family. Completely smarmy and a complete coward.

Gordon Gecko from Wall Street. And I quote "Greed is Good". This is a truly smarmy shameless villain.

But my no.1 has to be Amon Goeth from Schindler's List. This guy ACTUALLY existed. Ralph Fiennes played the hell ouf of this character. Complete coward in killing defenseless people, No shame, nor remorse for what he did. Absolute treacherous on the highest leve and smarmy, completely vile, disgusted guy who was full of himself.
 
Lord Voldemort, hands down, that guy is all three!

but for a top 3 list:

Richard III from Richard III by shakespeare, that guy is like the voldemort of early european history.

Lucifer from master and margarita, its a russian movie, but the devil is well the devil in that.
