Who ‘sold the issue’ of the importance of aircraft in Britain during the Great War

(WW1)? At some point in aviation history the government saw airplanes as something of a novelty and resisted making an investment in development of air technologies, and aerodromes for the War. There was one individual (who I can’t remember the name of) who sold the issue more then most to the government. This person even arranged for the demolition of an ancient village (somewhere near London – possibly Croydon) to make way for an aerodrome, hiding the Secret documents relating to the demolition from cabinet ministers. (I previously asked this question in relation to WW2 – but this was the wrong era although I am very grateful to those who replied).
