white spot trouble can fish get it a second time?

It's a parasite so yes it can come back at anytime. Your other filter media will hold plenty of bacteria. Now, there are meds that will kill your bacteria. I've had great success using 80-82F temps and a tablespoon of aquarium or kosher salt per gallon for about a week and then slowly dropping the temp back to normal and doing partial water changes to remove the salt. No need to remove you charcoal at all.
 
is it true that once your fish have had and been treated for white spot they wont be affected form it again , 2 of my new neon's have it on them im just about to treat the tank , and i know about quarantine tanks but i don't have 1, and also if i take out the carbon and the media from my filter like booklet says wont i lose most of my good bacteria ???
 
white spot is caused mainly by environmental stress to fish, and can reoccur anytime that those stresses are present again

added - never wash the filter media in tap water, as you rightly say, it will kill the beneficial bacteria, take a cup of tank water, use that to squeeze out the muck from the filter media and carbon, and then throw that water away. the chlorine in tapwater destroys the bacteria that turns nitrites in the water into less harmful nitrates.
 
Whitespot is a parasite - not a bacterial or fungal infection. Therefore, fish cannot grow immunity to it - just like dogs cannot grow resistance to fleas. Any newly acquired stock can reintroduce it unless they spend at least 1 months in quarantine.

If needed, you can keep the bacteria in the filter alive by putting the media in a bucket of tank water, with an air pump and airstone underneath it, and by throwing in a pinch of flakes every day to keep them "fed".

Carbon will remove the medications from the water, therefore, you must remove it from the filter before you start to treat.
