whining when turning at idle? 98 jeep cherokee limited?

Whenever I turn the wheels when idleing, it makes a weird whining noise (till I stop turning) and it's hard to turn. If I give it some gas then it makes less of a whining noise and it's easier to turn, but it still does it..if I'm driving it doesn't do it unless I am going really slow, what could this be ?

Also, whenever it does do it the oil pressure goes down.. any idea ?

No.. this isn't normal, I know what you are talking about, but I mean.. this is loud, and the oil pressure goes down to almost almost zero, and it moves when turning (when ideling) I'll try to make a video of it and edit this again..

Also, I should add (although I don't think his has anything to do with what I'm talking about) it overheats whenever the A/C is on when it is ideling. The check engine light comes on and the oil pressure comes up to like 75 (80 is max?) also, it has a buzzer thing that goes off.
 
It's called "dead steer". Your power steering pump is under a tremendous load when your turning the wheels at idle and that's the cause of the whining. This is a normal condition . Fords are way louder than most. I prefer to help the pump out by reving the motor up a little bit if I have to dead steer a vehicle. And the oil pressure naturally will go down when the rpm of the engine goes down due to the heavy load of the power steering pump.
 
sounds like you need a new belt how does it look does it have any little cracks in it cause its most likely slipping and not spinning the power steering pump,water pump
