Whining Noise on Pontiac Grand Prix?

Hi...I hope I can get some help here....

I have a 2000 Pontiac Grand Prix SE and the battery was dead so when it started getting power the parking lights came on and wouldn't go out, and there was a whining noise under the steering wheel. The key isn't turning properly either.

I've heard of people saying something about a whining noise when the "Turn"...but my car wasn't even moving??

Any suggestions??
