whining noise coming from engine, any ideas?

a couple months ago this noise started coming from my car upon cold starts(most the time), sometimes after it has been running. my car is a 91 toyota corolla, it's been making this whining noise ever since i changed all the vacuum hoses. the new hoses were the same, just newer. i'm a mechanic, so i'm sure it's not the hoses, but the whinig noise gets higher and higher according to how high the rpm's get. and sometimes i turn the car off, start it back up, and the noise is gone. it sounds like a bearing, i'm almost sure of it. like a bearing not getting lubricated. and today i was on the freeway and the noise just started while going about 60mph, and i saw a tiny bit of white smoke come up from under the hood, so i turned the car off, coasting, started it back up, and it stopped. it does burn a lot of oil but the pcv line isn't clogged. it could be crankcase gasses coming out somewhere, i'm not quite sure.
i'm a diesel drivetrain mechanic. not a toyota dealer technician, geeze.
