Whilst walking my dog, on a lead, on a public footpath a dog escaped from a garden and

bit it.Can I prosecute? I was walking on a public footpath alongside a house. A dog escaped from the garden through a hedge (no secure fencing) and bit my dog. The footpath is used by other dog walkers & children and they have since put some boards up along their hedgeline. I have tried to claim money for vets bill but they are becoming awkward. Can I/should I report them to the council and/or police?
