While -attempting-to watch any type of video on my PC, it appears choppy and pauses

frequently? My HP is considerably old and has experienced more than its share of crashes and viruses. It doesn't work very well, and tends to freeze a majority of the time. Though annoying, this has been tolerable. However, as of late, whenever I attempt to watch a video of ANY sort - youtube, dvds etc- it is unbearably " choppy" and glitchy. Ever 9-10 seconds the video image - though not the sound- will pause, - literally stop- as if stalling or sputtering, and then continue on. I have performed virus and spyware checks, deleted any unnecessary applications that could take up memory, etc. etc. but all efforts appear to be in vain. If anyone could tell my WHY this is occurring and how to fix it, I would be immensely appreciative. Thanks.

* (It has been established that the problems are NOT being caused by bad youtube videos or DVDS in bad shape)
