Which state has a better business schools California or New York?

I'm a bilingual, I'm not very good at my native language or English it's so difficult for me at times because I feel like I'm stuck in the middle between the two languages and like I don't know where I belong because I has an accent for both languages it's so frustrating! I'm so worry that it may effect me in the future since I wants to be majoring in Business which requires good communications, but I hope I can overcome it some how anyways I'm a senior in High School and my GPA so far is about 2.5, I'm set on going to a community college and then transfers to a UC, I live in California and I'm so sick of it I want to start fresh some where like New York or something, so I was wondering if New York has a better business school or California?..It's such a big step if I do move to New York, I has someone I know there who might help me reduce the rent but I really don't know if it's worth taking the risk, I know that I should make this decision myself but I like to know other people's opinion...What would you?
