Here's the deal. I live in Texas and I'm paying $60 a month for Road Runner Turbo, which promises download speeds of 15-20Mbps. I have run several speed tests at http://www.speedtest.net/ and I just tested out http://www.auditmypc.com/internet-speed-test.asp . The first url is flash while the second url is java and both show completely different results.
Here's my results for Speedtest.net:

The green line is what I should be getting, the orange line is the "standard" speed and 5mb is the "lite" speed. Remember, I should be getting turbo with power boost (20Mb).
Here's what the java test shows:

It's consistent at 14-15Mb every time without fail. Powerboost isn't kicking in, but it matches the base speed that I should be getting.
My question is, which one is the true speed that I'm getting? The flash one varies from .30Mb to mostly around 6Mb at most. The java one is what I'm suppose to get. There are days when I can't load a single YouTube video and it feels so sloooooow. On these days, only Yahoo and Facebook are nice and fast. The fact that the java test is so consistent makes me wonder...

-Wireless connection at 100% (secure; forgot admin password)
-Cable/Phone/Internet Company: Time Warner Cable
-Flash speed test results vary at time of day (very busy- barely 2Mb, somewhat busy- 6Mb, late at night or early mornings on non-busy days- 8-10Mb, every rare- 12Mb)
-Smoke test (java?) shows 100% packet loss
-Ping (flash) test shows 0% packet loss
-In general, Flash and java tend to disagree with one another :/
@Link H: The tests were done at random times. Some were done within minutes of each other, some are done a day apart, while others are possibly a few days apart. There was also 1 also oddball result that used a different IP then I normally use, that one got excluded. There's an exported excel chart of the more recent tests:

Believe it or not, I don't live in Dallas. It's lat is lower, but I actually live in... you guessed it San Antonio.
