Which software is better for animation production? - Flash CS4 or Photoshop CS4?

Hi Folks,

I need to create an animation demo for mechanics movement simulation,i.e. cogs, gears, bars and meters etc moving together synchronously under certain rules.

I know of both Flash CS4 or Photoshop CS4 can make animation, but I am not sure which one is the best app to use in this context? Or if there is yet another app that would suit even better.
