If you're referring to jumping in the sack early, then I would say men. Women are more empowered when we receiving respect from men, and you gain respect by keeping your legs close as long as you can. Having sex early only empowers a man because he's gotten what was most precious and a woman's mind and emotions aren't so important anymore, it's empowering for a man to see how quickly he can "bed" a woman. This for some reason makes a man feel more like a man. This is just my opinion.
