which rule of statutory interpretation would be used in this scenario if...

...arguing as the defence? i personally thought i could argue the mischeif rule however im not too sure?

the uk parliament introduces a new act The Child Act 2011 which states that every child should be enrolled into a school before they reach the age of 3.
S.1 of the act states a parent or carer in full time care of a child aged 3 and over are obilged to enrol their child into a school.
s.2 states that the parent or carer is then obilged to complete a form by 1st september to confirm they have enrolled their child in a school. if they form is not returned by this date then a government approved worker is able to check at the home of the circumstances.

Mary has a daughter jane who is 3 years old. she enrolls jane into the local primary school on the 31st july. however she fails to complete a form to confirm that she has done so. On the 6th september, Mary recieves a letter from a government official stating that someone will come to her home on the 14th september to check whether her child is enrolled into a school.
Mary again ignores this letter and makes sure she is not at home...... argue as the defence
