Which permanent hair straightening method is the best?

I'm a 16 year old guy in Texas and I have long, curly hair that I didn't manage well because I didn't trim it regularly. It's really frizzy and it fluffs out like a clown wig sometimes. I want to permanently straighten it, but there are a lot of methods out there, some are dangerous, some cost a lot of money. How can I straighten my hair without spending too much money or putting my scalp in danger?
