Which is the best new android phone about...

Ok... So it seems my Hero "GSM White version) is dead - or at least beyond repair from my local shop.

I tried to put a rom on and succeeded but then it stopped loading past the HERO "androids waving" screen.

My local shop suggested it was the IC chip that was broken and to get it fixed:

a) what is an IC chip
b) how much would HTC charge to fix it
c) if not, what's a damn good new HTC phone

HTC phones come with a year warranty so you may want to look in to that first if you are still within that time frame.

The HTC Incredible is a very nice new device right now as well as the N1 and the Desire.

Yes, I stated that It's a GSM (euro/english) device.

I am going to send it to the shop I bought it from as I have 2 years warranty
Surely if I sent it to HTC they'd know I fixed a rom to it and it invalidates the warranty from them?

Then HTC will definitely notice it, and since it voids the warranty you're not covered by the 1yr protection warranty. So, you can spend a large amount of money on replacing the internals, or you can buy a new phone.

I'd probably buy a new phone in your situation.

Many Years Ago I have an HTC Universal and I send for warranty, after warranty the device never the same and I make my decision to sell on ebay, also one of my friend buy a G1 and the same he keep the device but always tell me don't work correctly, sorry this is my personal opinion but in my case I need a reliable device all time with me because in my line of work I need some reference all the time and all this books,Info and patient info is in my device.

No, what I meant was, your words don't make sense.

I mean no disrespect but I cannot understand the way you put your sentences together.

ANYONE:
If I sent it back to the shop would they swap it for a new one at all or would their warranty be the same as HTC's?

You can try it (better then nothing). Most of the times they'll have you call support, which will have you send your phone in for "repair" or for swap. If they do a swap, then they'll send you a new device and charge you for it until your old unit is received at the warehouse. If they then diagnose it as having been rooted, then they won't refund you the money since you voided the warranty.

Effectively you would've bought a new phone. Again, it depends on the place. That's how Verizon and T-mobile did it for my phones.
