Neither. I would rather that the business owners, especially small businesses, get to keep and spend their own money. Perhaps if they had enough money to attract quality employees by offering more competitive pay and benefits, the unemployment rate would drop. Tort reform, and allowing policy sales across state lines, would bring down costs.
