I'd prefer a car. Safer. If I was looking for something on 2 weeks it would definitely be a motorcycle (any sport bike) long before a scooter would ever cross my mind.
it depends largely on your needs. if you just need it for a short commute, i'd take the scooter because they are very cheap, and very fuel efficient. more fuel efficient than any hybrid or diesel car that's for sure.
A car is a lot more versatile than a scooter. You will not want to be caught in a storm with a scooter, believe me. Get both a car and a cheaper scooter; you can pick up a bare bones scooter (Vespa is a high end scooter) for $500 and it's damn durable.
