congressmen proportionally elected to represent America's parties without regard to localities?
Suppose 10% decided they are Libertarians, 20% Democrats, 15% Republicans and 5% Constitution Party....
We would fill Congress with 10% candidates from the Libertarian party, 20% from the Democratic, 15%f from the Republican and 5% from the Constitution, without regard to locality...

Not really. People would still have their say... If 10% of the people were registered Libertarians, 10% of Congress would be filled by the Libertarian Party...
