Which is best psp with skype or the mylo?

Husband is going to Iraq, soon he is pretty sure they have wireless internet but I wanted to know if the mylo would work or if his psp with skype downloaded would be good to have. He has a psp but it is the fat one so I am thinking I will have to buy him another one anyway to use the skype program. So if I have to spend the money anyway would it be better to let him keep his psp and just buy the sony mylo. can either of them do video chatting. He plays games and listens to music on his psp but I am trying to keep it simple for him so which also would be the least confusing to learn?
