which financial aid package is better....?

i got one where the cost of attendance is $17,668, and i was awarded $17,668, but $4,000 of it is in loans.

then i got another one where the cost of attendance is $30,525, and my aid is $24,286 ($3500 is loans)..

for the 2nd one...does that mean i have to come up with $6000 on my own????
