Which ECU comes standard in the 2000 Honda Civic Si?

I swapped a 2000 civic SI engine in my 95 shell. I want to get my ecu chipped, but everyone tell me to buy a P28.

1. If the 2000 Si comes with the P28 then i wont have to search for one
2. Is there a major difference on what ECU i use when i get it chipped and tuned.
