Which dummies book to help with building a bulletin board in php etc?

Hi,

I have been given the task of creating a bulletin board in php, html, css etc with both server and client side programming. I haven't got a clue where to start so i thought i would get a book and start learning. I have found two dummy books and wondered if anyone could tell me which would be more beneficial. Either

PHP and MySQL for Dummies
or
HTML, XHTML, and CSS All-in-One Desk Reference For Dummies .
