Which bicycle is right for me?

After my last bike purchase proved to be a bust (it was a Roadmaster from Wal*Mart that always broke mid-ride and needed repair after each ride), I am putting much more thought into my next bike purchase. I'm looking for a bike that can handle both dirt road and street use, won't break each time I change gears, needs minimal maintenance, and is under $175. I'm an 18 year old, 5'0 female, so I can ride either 24" or 26" wheeled bikes with comfort.

I've been looking at Schwinns as they are supposed to be top-of-the-line in the lower budget range, and there's one on walmart.com that I'm currently considering (http://www.walmart.com/catalog/product.do?product_id=11089190). Do any of you experienced bikers have any better suggestions or advice?
 
#1 don't buy a bike from Walmart.
#2 go to a local bike shop and look for a used bike.
#3 go on Craigslist if you cannot find a reasonable bike at a shop.

Bike found at Walmart are typically.... how can I say this nicely,.... CRAP.
That Schwinn at Walmart is most likely a low of the low end bike in their lineup. And I think Schwinn is now owned by Pacific bicycles, equivalent to a Roadmasters.

With all seriousness and concern, at that price range, I highly doubt you'll be able to find a decent new bike. I trust Craigslist, I bought an almost new Diamondback for $80, retail $300-340.
