I think it is combination of both. To an extent you should have some fundamental , constitutional , Intrinsic qualities for becoming a poet. But a situation should arise in your life where you are in deep love , grief or major problem and unable to express yourself in words. At such occasions poem "happens" to you. Do you agree with me ?
