I would always recommend going to a local photographer who is just getting started and have them do the shoot. Your more likely to get them to do it for free to gain the experience or at least for a lot less money than a professional. This way you don't pay a bunch of money and you gain experience in front of the camera as well.

Try local photographers - doubtful you will find a strictly fashion one unless you happen to live in a big city.
