I recently bought a GT frame that was rusty and neglected. I cleaned it and repainted it and now I don't know where to go.
I recently bought a GT frame that was old and neglected. I didn't come with much but some crappy parts and a really nice front shocks. I want it to be a light bike since in my area there are plenty of small to medium size hills. I don't need all 21 speeds and I want to keep it very cheap. I just don't know what parts to buy or where and how to assemble them....

You can look for parts online or at your local bike shop. You might want your bike shop to install your components and parts so you can be sure they are on the correct way and tightened properly. The last thing you want is to crash due to a improperly tightened bolt.

Congratulations you have an obsolete steel frame that will most certainly have cost you less than you will pay for just shifters, even 7 speed. Start here: http://www.pricepoint.com/ and look around for whatever you like and then go here: http://www.parktool.com/repair/ or here : bicycletutor.com to put it all together but remember you will need about $200+ to put it together as well as the parts. Should just spend that money on a prebuilt bike....its much cheaper and it wont rust on you again like the frame you have now after you get all those new parts on it.
