Where to get financial Aid?

I have a very good friend who is a student at UCLA. She is not a us citizen and has been struggling to pay for her tuiton out of her pocket all on her own doing little jobs here and there. Since she has no social security she cant get a job or ask for a loan. The school is very expensive as we all know and she just mentioned to me she can no longer afford it and plans to drop out. It hurts me because i know how badly she wants this and what a good student she is. Is there any type of financial aid she can get somewhere? Please help. Thanks
