someone in need of help

I want to get into acting tv and film prefferably but also presenting/theatre productions, like seriously and I'm prepared to put in the work and I think I have the potential. However, I have only been to a few open auditions and almost get the part but have never quite got there and open auditions hardly ever come up. How do I find out the right people to send my CV and photograph to e.g. agents? television companies? casting directors? I just dont know where to start, I'm a female, 20 years old and I'd appreciate any advice.
