Where should i buy a decent mountain bike for no more than 200 dollars?

i guess i should say i live in Austin, Texas even though that'll narrow down who can answer it...
 
It's so hard to own a decent 200 dollar brandnew MTB, maybe around 400 may do. Second hand maybe?
