Where is the radiator cap on a 1999 chrysler Concorde?

I think there is air in the cooling system because the heater only works when the RPM's are >2000. The only cap I see is on the overflow container but I cannot see any water flowing. This does not allow me to see the actual amount of water in the system. Thank you.
 
That is the radiator cap on the drivers side. Fill it with orange coolant which is 100,000 mile coolant to the full line. Yes that's why you don't have heat. It evaporates over time.
