Where is the low idling adjustment bolt on DODGE cummings diesel?

98 Dodge cummings diesel is idling slow, at about 5K rpm. Manual said this should be at 7 to 8.5K rpm. Shows me how to adjust low idling bolt to fix this, but doesn't tell me where on engine to find this bolt!! What side is it on? Searched all over, but couldn't see it. Do I need to remove something to see it? Thanks for your help.
