Where is the heater motor on a 92 Buick Regal?

I have two people telling me it is outside passenger side and ONE DUMB mechanic at a place called cliff's that it is INSIDE. I asked them to fix this several times and they never even bothered to look at it. So much for YEARS of loyalty. Like 20 years of taking my car there!

SO lets see who knows what. Is the heater motor accessible from?:
A inside
or
B outside

Then how and where does one get to it?
