Where is the governor on a 1994 Pontiac Bonneville?

Trying to get the car working and the governor is not letting fuel through how do i remove it or fix it?
this is a question for someone else so I'd appreciate a real answer instead of people assuming that i'm an idiot just cuz i'm a girl!
