Where is the best to go for an on campus Master's in Art Education?

I have an AAS & a BA in Studio Art and am not certified to teach as of yet. Am interested in warm weather, affordable cost of living, preferably near water (lake or coastal) in any country. Please inform me of what is prestigious as I would like to finish schooling at a highly accredited institution. I am primarily English speaking although desire to learn another language. Any suggestions will be helpful & greatly appreciated. Some places considered are in Thailand, Sweden, New Zealand, Australia, Italy, Japan, Ireland, and Canada.
