Where is a good place to get good free financial advice?

I have some money I want to invest but, nothing is paying right now and nobody that I call is allowed to give advice. I don't understand the market.
 
morningstar.com is highly recommended as a financial site on National Public Radio.
Now is the best time to buy stocks. They are so low that they will only go up in value.
 
good free financial advise is an oxymoron...

The best advise is the years and years of eexperiencea bbrokerwould have but doesn't sell...
