Where in Genesis does God say that humans can eat meat?

It's somewhere early on in Genesis.

Before the fall, were humans (i.e. Adam and Eve) vegetarians? Were animals also immortal, as humans were before the fall?

From an ethical standpoint, is it okay to eat animals for food? What does God have to say regarding this matter?
