where I can make a complain to los Angeles county property tax?

I posted my check ( tax of my residential property ) accidentally I forgot to sign I checked my status via site my balance was 0 but my check was not been cash I sent a mail to them for answering me but I did not get any response then I notice my check is return because of omitting the signature I sent another check immediately but i got about $ 300 penalty because a few day after deadline now i want make a complain against them but I don't know where & how?if they answer me I had sent sooner
