where does the sensor go on a 98 ford escort station wagon?

I was changing my fuel filter, when I noticed two sensors, one was plugged into the exhaust manifold and the other was just hanging down, my car does not accelerate like it should, could this be the problem, and if so, then does anyone have a general idea where the sensor plugs into?
 
sensors tell the engine how much fuel to squirt in and when to fire it [spark plugs] so yes a sensor could do it,,,,look around cant be many places for it to go [easy for me to say lol]...look under hood of another car like yours....look in shop manual at auto parts store [or buy it]...go to dealer and talk to parts guy/gal...my local parts peeps laugh when i walk in with another wacky question but they are happy to help me for free...
