I think it was said by a comedian or maybe in a movie. Something along the lines of, "If you don't get an "A" in 6th grade math, you won't be placed in the advanced 7th grade or advanced 8th grade the next year. Then in high school you'll be placed in the slow math classes and you'll forever be stuck in the 'dumb' classes. The whole system is set up so the students fail." That is nowhere near an exact quote but I'm trying to paraphrase what I can remember.
