Where do you report infringements of bank privacy laws?

If my banks give out financial details to someone who I have not authorized on my account, who could I report this to? The DA? Are there laws in california or federal regulations which prevent banks from giving out access to my account over the phone or otherwise because EVERY bank and credit card that I open does this.
