Where do you contact when your built-in cooking heater is broken?

I live in a chintai apartment and my IH cooking heater is broken. Do I contact the land lord or the service center?

If it was provided with the apartment, I would say the landlord. If you start having things fixed without permission, you could end up having to pay. Just consider, the landlord may want to replace the item rather than have it repaired. I don't think it is up to you to make that call.
