Where do I start when planning to begin a small business on limited income?

I want to do an LLC partnership. I know what type of loan I'd like to apply for, but I don't know if I need to go find an LLC first, or apply for the loan, or lease the facility of my business, or what! Someone break it down for me. (If you have info on finding an LLC or anything, let me know.)
