There was no 'Italy', in the terms you mean. Italian unification came much, much later, when Garibaldi (off the top of my head, could be wrong) forged the city-states into a functioning country.
Just because 'Italy' is now a unit, and encompasses Rome, it's entirely wrong to suggest the two are analogous. The political model of the day was one of relatively small territories ruled by one city, or an alliance.
