where can soothe bells be found in Pokemon heart gold?

i have an eevee and i am trying to evolve it into an espeon. the happiness rater says its not used to me yet, and i am trying to increase his happiness. i used it on my teddiursa, and it is a lot happier now. i need my eevee to be happy so it can evolve into an espeon. please help.
