I've trained on Route 45, battled every trainer and killed every wild pokemon i've seen but my pokemon are still under leveled!
Here is my team :
Alakazam lvl 33 ~ Psybeam, Confusion, Reflect, Shadow Ball
Victreebel lvl 33 ~ Vine Whip, Hidden Power, Acid, Sleep Powder
Machamp lvl 33 ~ Karate Chop, Vital Throw, Strength, Revenge
Gyarados lvl 34 ~ Surf, Ice Fang, Waterfall, Dragon Rage
Typhlosion lvl 36 ~ Flame Wheel, Lava Plume, Quick Attack, Swift
I did all of the team rocket event with quilava just to get a typhlosion. Now I need to train all of them up to about level 38-40.
