Where can I purchase a cheap driver side sun visor for a 99 Honda Civic EX?

If you want to get it real cheap I would suggest going to a car scrap/junk yard, there are usually at least a couple in every city and you can get all that stuff, original, and for cheap since you can bargain with the owners. Downside is that you have to go and find a similar car and get the part yourself from the car :)
